German Total War (applies to: EastFront, WestFront & EuroFront)
Should any hex of Germany be controlled by the Soviet Union, France or Britain (but not Poland) before Summer ‘42 then Germany gains an immediate 5 PP extra per turn, increasing by a further 5 PP at the start of each Season.
Increased Soviet, US/British Empire & Axis Unit Production Costs (applies to: EastFront, WestFront & EuroFront)
The Soviet manpower was not exhaustible and therefore the unit rebuild & cadre costs increase to Allied costs after 100 units have been destroyed. This is kept a track of on the PP Track.
The same for the Allies but at a lower units destroyed level of 40 when units rebuild/cadre costs are at Extreme rates.
The same for the Axis but at a lower units destroyed level of 35 when units rebuild/cadre costs are at Extreme rates.
Soviet Industry Mobilised to the East (applies to: EastFront & EuroFront)
Whilst a general plan had been laid out it was by no means specific (some factories and their workers ‘disappeared’ during the move and never reached their allocated destinations). The Soviet Player can decide at the beginning of any production phase activate his mobilisation plan. The effects are:
Cancellation of Allied Strategic Bombing
The Allies can decide to cancel their strategic bombing effort from Winter ‘41 onwards. The effects of this are as follows:

- for the first Production Phase 10 PP is deducted temporarily and Armour & Mechanised units are built at Extreme costs.
- In the second Production Phase 5 PP is deducted temporarily and Armour & Mechanised units are built at Extreme costs.
- In the third & subsequent Production Phases there are nor modifications
Cancellation of Allied Strategic Bombing
The Allies can decide to cancel their strategic bombing effort from Winter ‘41 onwards. The effects of this are as follows:
- the Allies gain 5 PP per turn immediately and a further 5 PP extra/turn at the beginning of the next two Seasons all of which are allocated to the West Front.
- The Axis gain 5 PP per turn immediately that can be allocated to the West Front.
